City of Coquitlam - Proposed ESC/ZCSC Revised Approach

As mentioned in previous updates, on February 9, Council directed staff to maintain existing Provincial timelines for both the Energy Step Code (ESC) and Zero Carbon Step Code (ZCSC) implementation. UDI had submitted a letter to Council on February 6 reiterating the potential cost impacts and electrical connection issues that arise from accelerating the ZCSC.Β

December 22, 2025

As mentioned in previous updates, on December 15, a report was brought forward on the Proposed Energy Step Code (ESC) and Zero Carbon Step Code (ZCSC) revised approach. The report proposed accelerated timelines for the ZCSC while maintaining provincial timelines for the ESC. Discussion on the report was deferred to January 12 at the Council meeting.Β Β

November 5, 2024

At Council-in-Committee on October 28th, Council received a report for information on an updated implementation and proposed approach for the Energy Step Code and Zero Carbon Step Code requirements. In-stream permit applications received by December 31st, 2025 would not be subject to the new requirements and would proceed under the City’s existing timelines for the Energy Step Code. Β 

The proposed approach is as follows:Β 

The report noted that there are some challenges concerning the current availability of equipment capable of meeting the domestic water demands in large multi-unit residential buildings, and hence an incremental implementation timeline was applied to the ZCSC requirements.Β
