City of Surrey - Major Zoning Bylaw Amendments and Bonus Density

As mentioned in previous updates, on June 15th Council gave final adoption to various bylaws to establish a modern, consistent, and market‑responsive zoning framework that aligns with the new OCP and ACC bylaws, improves predictability, and reduces reliance on site‑specific CD bylaw rezonings.

At their meeting on May 25th, Council gave first and second reading to various bylaws to establish a modern, consistent, and market‑responsive zoning framework that aligns with the new OCP and ACC bylaws, improves predictability, and reduces reliance on site‑specific CD bylaw rezonings. At a high level, the amendments transition zone naming away from unit-based conventions (e.g., units per acre) to form-based names that clearly distinguish townhouse, rowhouse, and low-, mid-, and high-rise apartment typologies, introduce new zones to support a broader range of housing and employment forms, and revise Private Amenity Space requirements by removing the cash-in-lieu option and streamlining standards.
