City of Surrey - Inclusionary Housing in Select Transit-Oriented Areas (Phased Implementation)

At their regular meeting on July 13th, Council gave first and second reading to the proposed amendments to the City’s Zoning Bylaw. The policy establishes a baseline 5% affordable housing set-aside requirement for high-density apartment developments in select Transit-Oriented Areas (TOAs), specifically City Centre, Fleetwood, and Clayton. The affordable units must be secured via a housing agreement for a minimum of 60 years and rented at 10% below CMHC median rents for Surrey. To ensure development viability, the policy includes a phased implementation strategy that defers immediate requirements to 2028 and allows for cash-in-lieu alternative compliance. The inclusionary requirements are not applicable to development applications that are in-stream prior to the final adoption date of the proposed Zoning Bylaw amendments. The applicable set-aside rates for inclusionary housing for new development applications will be determined by the date that the rezoning application is submitted.Β
