City of Mission - Zoning Bylaw Text Amendment to Align with 2025 Official Community Plan

At their regular meeting on October 20th, Council gave first and second reading to the proposed amendments to the City’s Zoning Bylaw. With the adoption of the new OCP, the Zoning Bylaw requires updating to reflect compatible zones with the newly established land use designations. To provide clarity on compatible zones with the new designations, staff have prepared a table. While many of the compatible zones transitioned seamlessly with the new land use designations, certain designations require realignment of compatible zones. 

Staff recommendations are included for the Neighbourhood Centre, Commercial and Employment/Major Commercial, Mid-Rise Residential and Mid-Rise Residential Plus, Urban Residential (SSMUH) and Urban Residential Townhouse, Silverdale Comprehensive Planning Area and Health and Wellness Hub.

June 17, 2025

At their meeting on June 9th, Council directed staff to initiate a series of action items from the City of Mission’s new Official Community Plan, beginning with the following prioritized planning studies:  

  1. A Rural Mission Strategy;
  2. Neighbourhood Plans for the Health and Wellness Hub and the Lougheed Highway corridor;
  3. Development Permit Area Guidelines and housekeeping updates to the Zoning Bylaw to align with the new OCP; and
  4. Any additional initiatives that Council identifies as a priority, subject to available staff resources. 

Council confirmed these priorities at the request of City staff who asked for direction given the limited staff capacity within the Long-Range Planning Division.

May 23, 2025

As mentioned in previous updates, on May 20th Council gave third reading and final adoption to the City’s proposed Official Community Plan (OCP) Bylaw. The draft OCP document has been updated from an eighty percent draft introduced with the OCP Bylaw on March 17, 2025, to a complete version that addresses feedback from Council, residents, referral agencies, and input received during the April 22, 2025 Public Hearing. 

The Plan clarifies expectations for residential development, supporting a transition in building type, density, and height from higher-density Neighbourhood Centres and transit corridors to adjacent lower-density Urban Residential areas. It adopts a hub-and-corridor development framework that integrates land use and transportation planning, improving proximity and accessibility for people of all ages and abilities. The revised draft also includes a comprehensive list of actions with prioritized timelines to support Council in implementation. In addition, it outlines a strategy for initiating Neighbourhood Plans and related planning studies, which will be presented at a Special Council Meeting on June 9, 2025, following Plan adoption.

May 12, 2025 

As mentioned in previous updates, on May 5th, Council received a report for information outlining the proposed next steps to implement the City’s new Official Community Plan (OCP). It acknowledges Council’s direction following the Public Hearing held on April 22, 2025 to bring forward a report at time of the Bylaw’s third reading consideration and to prepare for a future Special Council Meeting to determine the scope, timing, and priorities for key implementation initiatives. 

Consideration of OCP 3rd Reading and Adoption  

The OCP Bylaw will be presented for Council’s consideration of third reading on May 20, 2025. A detailed report summarizing all proposed changes to the OCP will be provided as part of the 3rd Reading Report. These changes will reflect feedback received from the public during the public hearing, online public engagement, senior government agencies, and Council. Should Council endorse the revisions, third reading may proceed at the May 20, 2025 Regular Council meeting, followed by consideration of final adoption at the same meeting. 

Special Council Meeting Implementation Strategy           

Preparations are underway for a Special Council Meeting, with the date to be determined, to establish the scope and priorities for an implementation plan for the OCP that will include:  

  • Development of a Rural Mission Strategy;  
  • Neighbourhood Plans for:  
    • Health and Wellness District and  
    • Lougheed Highway Corridor;  
  • Planning for the Cherry Avenue Special Study Area;  
  • Comprehensive Update to the Development Permit Area (DPA) Guidelines;  
  • Initiation of an Economic Development Strategy; and  
  • Update the City’s Heritage Inventory and Strategy.

April 28, 2025

As mentioned in previous updates, on April 22nd Council deferred third reading of the proposed Official Community Plan (OCP) Bylaw and directed staff to provide an update report to Council at their next meeting on potential workshops and implementation strategies of the OCP. The proposed OCP sets the long-term vision for Mission’s growth, guiding land use, transportation, housing, and economic development.  

On April 17th, UDI submitted  correspondence to the City of Mission outlining our feedback on the City’s draft OCP.

February 3, 2025

At their meeting on March 17th, Council gave first and second reading to the proposed Official Community Plan (OCP) Bylaw to incorporate the proposed changes in accordance with applicable legislation. The proposed OCP sets the long-term vision for Mission’s growth, guiding land use, transportation, housing, and economic development. Following the March 17th Council meeting, residents and stakeholders will have opportunity to review a final draft OCP and provide final feedback prior to the April 22, 2025 Public Hearing, followed by third reading and consideration for final adoption.

February 3, 2025

At their regular meeting on January 20th, Council received a report summarizing the work completed in Phase 3 of the OCP Update for information. The insights gathered in Phase 3 will inform the development of the draft updated OCP in Phase 4, which will include a comprehensive policy framework and a new land use plan, set for completion in early 2025. 

The work completed in the third phase of the OCP Update provided vital information for the development of the draft OCP, now underway in the fourth phase. Notably, the extensive community engagement has clarified the draft land use map and the 10 Big Moves, which will ultimately inform the updated OCP policies and implementation strategies. The draft updated OCP is scheduled to be presented to Council in February. Following this, it will be reviewed by residents and interest groups before progressing to bylaw introduction, public hearing, and adoption consideration in the spring of 2025.

The City of Mission is reviewing their Official Community Plan and is seeking feedback as part of their Phase 2 engagement.    

The timeline for the OCP Update is as follows:  

  • Project Startup (March 2024 – April 2024)
  • Engagement (Spring 2024)
  • Research & Design (current phase, April 2024 – June 2024)
  • Engagement: Big Move (Fall 2024)
  • Draft the Official Community Plan Update (June 2024 – October 2024)
  • Finalize the Official Community Plan Update (October 2024 - February 2025)
