City of Burnaby - Time-limited Amendments to RUZP

On June 9, Council approved time-limited amendments to the inclusionary requirements of RUZP for eligible developments. The proposed amendments are time-limited to encourage the short-term delivery of new housing units. The eligibility criteria for pre-construction projects are that a Building Permit (BP) has not been issued as of June 9, 2026, is issued by June 30, 2027, and construction pursuant to the issued BP commences no later than December 31, 2027.Â
The proposed amendments would allow the inclusionary rental requirement for pre-construction projects to be calculated from the strata component only (excluding any strata units provided from offset density), rather than from both the strata and market rental components. It is also proposed that the required inclusionary rental rate of 20% below Canada Mortgage and Housing Corporation (CMHC) median rents be amended to Burnaby-wide CMHC median market rents for both pre-construction and under-construction projects.

At Committee of the Whole on May 25, City staff provided a verbal report to Council, providing an overview of current market conditions and recommending time-limited amendments to the Rental Use Zoning Policy for eligible projects.Â
The proposed amendment summary is as follows:
- Pre-Construction ProjectsÂ
- No inclusionary on market rental;
- Adjust inclusionary rental rates to CMHC median from 20% below CMHC median;
- Under-Construction ProjectsÂ
- Adjust inclusionary rental rates to CMHC median from 20% below CMHC median;
- Time LimitedÂ
- Must hit required milestones by June 30, 2027 and December 31, 2027.
Staff noted that the report will be coming forward within the next month.
