City of Burnaby - 2026 PDC Work Plan Update

On February 24, Council received a report for information on the Planning and Development Committee 2026 Work Plan Update. The report outlined progress on previous and proposed actions for 2026. Notable actions and timelines are as follows:

  • OCP Implementation Action Plan – Spring 2026;
  • DPAs and Guidelines – Preliminary Framework in mid-2026;
  • Housing Target Order (HTO) and Housing Needs Report – New annual reporting requirements for HTO in Q2 2026;
  • HOME Strategy Implementation – The proposed work includes research on social inclusion and City Wi-Fi in new City Lands projects, development of a Standards of Maintenance Bylaw, updates to accessible housing guidelines, and policies to support sustainable/climate-friendly housing;
  • Inclusionary Zoning Policy – Annual review to ensure efficacy;
  • City Lands and Non-Market Housing Projects – City staff will continue to work with partners in the development of affordable housing units;
  • Tenant Protection and Supports – Create the Tenant Protection Bylaw and update the guidelines as appropriate. Staff will also bring forward a funding request in 2026 Q4 in consideration of the Burnaby Rent Bank;
  • Development Procedures Bylaw – 2026 Q2;
  • Works and Services Bylaw – 2026 Q2;
  • Fees and Charges Bylaw/Financing Growth – Update to implement a fee structure for the City’s new end‑to‑end development process. Staff will also be reviewing DCC waivers for affordable housing and reviewing ACCs for administrative clarity;
  • Tree Bylaw – 2026 Q2-3;
  • DAP Program – Continue to advance coordinated policy, workflow, and system improvements to deliver sustainable, scalable solutions aligned with service‑level expectations across the City’s development approvals system.
