City of Abbotsford - Housing Target Progress Report – Year 2
At their meeting on November 4th, Council received the Housing Target Progress Report – Year 2 for information. The report provides progress information relating to the City of Abbotsford’s Housing Target Order, covering the period from October 1, 2024 to September 30, 2025 as required under the Housing Supply Act.
Abbotsford added a total 866 net new housing units during the Year 2 report period. The Year 2 target is 1,164 net new units, meaning the City achieved 74% of the Year 2 target. This increases the City’s progress towards the cumulative target so far (Years 1 and 2 combined) from 59% through Year 1 to 67% through Year 2.

At their regular meeting on November 5th, Council reviewed the Housing Target Progress Report and directed staff to forward the report to the BC Ministry of Housing, as required by the Provincial Housing Supply Act. On September 26, 2023, the City received the Province’s Housing Target Order, which requires that 7,240 net new housing units be completed (i.e. ready for occupancy) in Abbotsford by September 30, 2028. During the first annual reporting period, 602 net new units have been completed in Abbotsford. This is 59% of the Year 1 target of 1,022 new units. Of the 602 net new completed units during the first annual reporting period, 219 (36%) are studio or 1-bedroom units, 223 (37%) are 2-bedroom units, and 160 (27%) units have 3 bedrooms or more. During the reporting period, approximately 327 (54%) owned units and 275 (46%) rental units were completed in Abbotsford. Of the completed rental units, 111 (34%) are below market supportive housing with on-site supports.
