City of Vancouver 2026 Financing Growth Update

UDI Lower Mainland submission to the City of Vancouver.

Throughout the spring of 2026, UDI and the City of Vancouver engaged in discussions on the City's upcoming Financing Growth Update, including the introduction of an Amenity Cost Charge (ACC) program, updates to Development Cost Levies, and Community Amenity Contributions. UDI recommends several suggestions to mitigate the added costs of the proposed ACCs while preserving the City's capital program amenity objectives.

Adding new charges, without corresponding measures to offset them, risks discouraging the very development the City has worked hard to enable and undoing this progress. We believe our recommendations above offer a practical path forward.
