Township of Langley - Williams Neighbourhood Plan

Adopted

As mentioned in previous updates, on April 28th, Council reconsidered the Williams Neighbourhood Plan, approved a series of amendments, and granted the plan third reading and final adoption. 

The approved amendments include: 

  • Removal of the Civic Institutional requirement as a prerequisite for development within the Employment Lands. 
  • Removal of the requirement to provide an 8–15 acre municipal operations centre under the Civic Institutional policies. 
  • Clear identification of future school/park sites on the land use map, replacing floating icons previously located over roads.  
  • Relaxation of design requirements for common lobbies in mixed-use buildings that combine office and residential uses. 

As this item was brought forward for reconsideration, an updated plan document was not included in the Council agenda. However, further information is available on the Williams Neighbourhood Plan Webpage.

October 22, 2024

As mentioned in previous updates, on October 7th, Council approved a motion to reconsider the Community Amenity Contribution rates for the Williams Neighbourhood Plan adopted on June 10th, 2024.  

The motions approved include the following:  

  • That all target contribution rates specific to the Williams NP be removed.  
  • That Council direct staff to conduct additional, sufficient public and property owner consultation on potential community amenity contributions for the Williams NP.  
  • That staff subsequently report to Council with draft policy amendments to the Williams NP Community Amenity Contributions Policy for consideration.
  • That Council defers consideration of Final Adoption of the Williams NP until such a time as an updated CAC Policy for the Williams NP is considered by Council.

June 20, 2024

As mentioned in previous updates, at their meeting on June 10th, Council gave the Williams Neighborhood Plan Update second reading. The proposed Williams NP initially received third and final reading on December 24, 2023, but on January 15, 2024, Council reconsidered third and final reading and referred the bylaw to staff for further review and consideration. 

Council also directed staff to: 

  • conduct a public open house.
  • schedule the required public hearing.
  • update the Williams Engineering Services Plan. 

 Some recent changes to the Williams Neighbourhood Plan include: 

  • a revised road network and land use designations, primarily between 78 and 80 Avenue.
  • reduced density adjacent to the ALR boundary (216 Street).
  • alignment of the Single Family Mixed Residential land use designation with provincial legislation for small-scale, multi-unit housing. 

The report includes an amended CAC policy that was brought forward for Council consideration outlining the proposed rates:  

 

The Township is hosting a drop-in open house for the Williams NP on Thursday, June 27, 2024, from 4 – 8 PM at Lynn Fripps Elementary School, 21020 - 83 Avenue, Langley. The report also proposes a public hearing on July 15th, with the date awaiting confirmation from the Township.

January 30th, 2024
 

As mentioned in previous updates, on January 15th, 2024 Council referred the revised proposal for the Williams Neighbourhood back to staff for additional review. Council also passed an amendment adding a clause that legal advice will be sought in staff’s revision process.

November 28th, 2023

On November 20th, 2023 Council gave Second reading to a revised proposal for the Williams Neighbourhood. The proposed revision to the Williams Neighbourhood Plan is intended to address feedback received during the Public Hearing held October 23rd, when Council passed a referral motion directing staff to amend the proposed plan and consequential amendments to the Willoughby Community Plan. The revisions are summarized here.

In addition to the revisions to the plan itself, there is also a revised draft of the Willoughby Greenway Amenity Policy and the CAC Policy for the Williams Neighbourhood. The Williams Neighbourhood CAC Policy is summarized below:
