Township of Langley - Update on Draft Amenity Cost Charge (ACC) Bylaw

At their meeting on February 3rd, Council received an update on a draft Amenity Cost Charge (ACC) Bylaw for information. The memorandum informs Council of progress on the ACC Bylaw, noting that it is now being prepared based on Council direction and the provincial interim guidance. ย 

The draft ACC bylaw includes an initial list of amenities as follows:ย 

1. Langley Events Centre (LEC) Convention Centre ย 

2. LEC Entertainment Centre ย 

3. LEC Ice and Dry Arenas Facility ย 

4. Smith Athletic Park ย 

5. Brookswood-Fernridge Community Centre ย 

6. Willoughby Community Centre and Library ย 

7. Aldergrove Community Centre Expansion ย 

8. Brookswood-Fernridge Conservation Hubs ย 

9. Willowbrook Community Centreย 

The existing Community Amenity Contributions (CAC) policy is intended to remain in place until in-stream applications (submitted before the ACC bylaw is formally adopted) are complete or voluntarily moved to the proposed ACC rates. At this point, the amenities funded under the CAC program will transition to being funded by the ACC, Development Cost Charges and Density Bonus programs, as applicable. An industry information session and a public Open House will be held in Spring 2025 to seek input on the draft ACC bylaw. Subsequently, an ACC bylaw will be brought forward for Council consideration.ย
