Township of Langley - Tenant Protection Bylaw
Second Reading
At their April 28 meeting, Council considered the proposed Tenant Protection Bylaw and associated amendments. While the report recommended advancing the bylaws to third reading, Council amended the motion to provide first and second reading only, and to incorporate additional public input prior to further consideration.Â
The proposed bylaw would apply to redevelopment of purpose-built rental buildings with five or more units and introduces a formal tenant protection framework, including:
- Requirement for a Tenant Assistance Plan as part of redevelopment applications
- Financial compensation to tenants based on length of tenancy (ranging from 3 to 10 months rent)
- Relocation assistance, including support in finding comparable units within the community
- Right of first refusal for tenants to return to replacement units at below-market rents
- Requirement for a Tenant Relocation Coordinator to manage the process
- Enforcement provisions, including fines and penalties for non-compliance
The bylaw would be implemented through a new Tenant Protection Development Permit Area.Â
