Township of Langley - 2025 Official Community Plan Update
Second Reading
As mentioned in previous updates on November 17th Council gave first and second reading to the proposed updates to the Official Community Plan Bylaw for consistency and alignment with the requirements of the Local Government Act (LGA), particularly with respect to new housing legislation. Given the hierarchy of plans in the Township, the OCP update has also included updates to respective Community Plans (CPs) and Neighbourhood Plans (NPs). Not all CPs and NPs are included in the proposed bylaw, as some CPs are compliant with the LGA (such as the Brookswood-Fernridge CP) and various NPs that were adopted by Council resolution, not by bylaw. Seven NPs in Willoughby are proposed to be consolidated into two new NPs as part of the Willoughby Community Plan update.
With a 2050 planning horizon, the updated OCP would provide the capacity for a buildout population of approximately 228,500 in the entire Township, with a wide range of housing types such as single-family, small-scale multi-unit housing, rowhouse/townhouse and apartments.Â

September 15, 2025
At their regular meeting on September 15th, Council endorsed the timeline for completion of the 2025 Official Community Plan update for the remainder of 2025 and the anticipated next steps in 2026. The report outlines proposed amendments to the OCP and applicable Community Plans. An updated timeline for completion (and possible adoption) of the updated OCP and WCP is provided below.Â

August 4, 2025
At their meeting on July 21st, Council received the draft vision and guiding principles for an updated Willoughby Community Plan including the consolidation of five neighbourhood plans in the western portion of Willoughby into one transit-oriented development corridor while maintaining the neighbourhood plans in the eastern portion of Willoughby for future Council consideration. As part of the current Official Community Plan (OCP) update, Council directed staff to:Â
- Examine the potential for townhouse development as an alternative to small-scale multi-unit housing in some low-density residential areas.
- Consider the Provinces transit oriented definition with support for a wider range of potential housing options and lower minimum densities.
- Establish the southern boundary of the Willoughby Community Plan at 68 Avenue (west of 200 Street), making the plan area more consistent with 200 Street 2040 and considering the excluded area as part of the future Willowbrook Community Plan update.Â

At their regular meeting on April 28th, Council received a memorandum for information highlighting the progress of the Townships’ Official Community Plan (OCP) update. The concepts and directions drafted in the OCP and Community Plans will be presented to the public in four upcoming Open Houses. Â
