Township of Langley - Update on Fraser Highway Employment Lands Area Plan  

As mentioned in previous updates, on February 24th, Council received a memorandum for information from staff regarding an update on the Fraser Highway Employment Lands Area Plan (FHEL). The memorandum includes the key themes heard throughout the engagement undertaken on the plan from November 2024 – February 2025 including:   

• concerns regarding the interface between industrial and residential and/or agricultural land uses  

• need for greater environmental protection and concerns regarding leachate, industrial pollution, species at risk  

• most support for Concept Plan #3 because the planning area is smaller, focused on Fraser Highway and includes the least amount of residential land  

• concerns regarding traffic congestion and road safety  

• protection of the manufactured home park because it provides affordable housing  

• concerns about process transparency and whether public feedback was sufficiently incorporated into the concepts  

Feedback from Phase 3 public engagement will be incorporated into a final draft concept and a draft area plan will be developed. The draft plan and bylaw amendment will be presented to Council in early spring and a Public Hearing will be held. The plan will then be presented to Metro Vancouver to seek an amendment to the Regional Growth Strategy (RGS, Metro 2050). The RGS amendment process is expected to take six months from the time of submission. Pending approval, a final plan for the FHEL is expected early 2026.

January 21, 2025

As mentioned in previous updates, on January 13th, Council received a memorandum on the Fraser Highway Employment Lands Area Plan (FHEL) Engagement Phase 1. Throughout September and October 2024, the Township of Langley conducted engagement for the FHEL. Engagement included an Open House held on October 22, 2024 which saw close to 200 attendees, a series of interviews with key interest groups, engagement with the Township’s Agricultural Advisory Committee, as well as opportunities for public feedback. Input from Phase 1 of engagement will be used to inform the draft area plan. 

A second open house for the FHEL is scheduled in January 2025.

January 12th , 2024

On December 4th, 2023 Council endorsed the Terms of Reference for the new Fraser Highway Employment Lands Area Plan. The Terms of Reference outlines the scope and process framework for a Fraser Highway Employment Lands Area Plan, including defining the planning area, public engagement process, as well as timeline.

The Plan area boundary is shown below:

 

The Plan is anticipated to be developed over 18 to 24 months with four phases:

  • Phase 1 - Planning principles and preliminary development concepts (~4 months)
  • Phase 2 - Vision and design options (~4 months)
  • Phase 3 - Preferred land use plan and strategic policy directions (~4 months)
  • Phase 4 - Draft area plan (~6 months)
