As mentioned in previous updates, on December 15th Council gave second reading to the Amenity Cost Charges (ACC) Bylaw. Â

July 21, 2025
At their regular meeting on July 21st, Council gave first reading to the Amenity Cost Charges (ACC) Bylaw and directed staff to conduct a public information session. A 1% municipal assist factor is included, similar to the Township’s Development Cost Charges (DCC) program.Â

Transition from CACs to ACCsÂ
As per the LGA, an initial ACC bylaw will have no effect on in-stream applications that have been received before the initial bylaw adoption. The Interim Policy for CACs, adopted by Council on July 7, 2025, directs staff to negotiate on a voluntary basis to with development applicants on a case by-case basis. The Interim Policy will help the Township to transition from the CAC system to an ACC system.Â
Density Bonus & Inclusionary Zoning Â
Work is ongoing to prepare an inclusionary zoning and density bonus framework to replace the previous density bonus provisions and to support funding for additional amenities, which could include urban parks. In the meantime as amenities are negotiated, the interim CAC Policy may serve as a mechanism for contributions on a voluntary basis for funds for additional density and/or inclusionary zoning.Â
A public information session will be held in September 2025. Following public stakeholder consultation, input and potential revisions, the ACC bylaw will be presented to Council in the fall for second, third and final adoption.Â
