Provincial - Development Cost Charges Guidance

This month, the Province also released an updated version of the DCC Best Practices Guide, which includes chapters on new DCCs that can be collected for fire protection/police and solid waste/recycling. Please note that โ€œA roads DCC program can also include projects where a local government and the provincial government have entered an arrangement to share the costs of highway facilities owned or controlled by the Province.โ€ However, there is little information on this in the Guide because the cost-share agreements are with the Ministry of Transportation and Transit.ย ย 

In addition to the chapters on protection services and waste/recycling, there are chapters on the other DCC programs โ€“ highways (roads and related infrastructure like active transportation), drainage, sanitary/sewage, water, and parkland. The Guide also includes:ย 

  • An overview of DCCs;ย 
  • How they should be developed, including โ€“ย ย 
  • Steps to determine and implement them;ย 
  • Consultation processes;ย 
  • Benefit Factors (allocating the costs of DCC programs between growth and existing development) and the Assist Factor (local governments must fund a minimum of 1% of the costs of DCC programs);ย ย 
  • Financial feasibility testing; andย ย 
  • Coordinating DCCs with Amenity Cost Charges;ย 
  • Waivers, reductions and exemptions;ย 
  • In-stream protection/grace periods;ย ย 
  • DCC credits and rebates; andย 
  • Payments in installments.ย
