Metro Vancouver Regional District - Provide Feedback on the Development Cost Charges Categories Review

As mentioned in previous newsletters, Metro Vancouver is updating its Development Cost Charge (DCC) Program in 2027 (with rates to take effect in 2028). As part of this work, they "are reviewing the existing DCC categories and definitions to make sure they align with current development trends and housing legislation, provincial and local best practices, and reflect the relative impact of different land uses on infrastructure that is needed to support our growing region."

The proposed changes will include updating residential housing types to better reflect evolving housing types such as multiplex developments and laneway homes, as well as expanding the non-residential use categories to better account for different infrastructure demands of different land uses, like industrial, commercial, institutional, and agricultural.

In addition to the information session, a survey on the proposed DCC category and definition review and update will be posted by Metro Vancouver next week.

At their meeting on June 13th, the Metro Vancouver Regional District (MVRD) Board received a report for information titled “Best Practice Review & Proposed Updates for Development Cost Charge Categories.”  

Metro Vancouver is undertaking a review of its development cost charge (DCC) program through a series of coordinated projects. One of the first projects involves a policy review and analysis of DCC categories and definitions to reflect current best practices and development trends and better align DCC rate categories with the infrastructure demands of different land uses. The report summarizes work completed to date and presents preliminary recommendations for Committee and Board review. The next step will involve targeted engagement with industry stakeholders, with final recommendations brought for Committee and Board approval in Fall of 2025. Pending approval, revised DCC categories will be incorporated into the broader 2027 DCC Bylaw update, along with updated population projections and latest capital program estimates, to inform new rate structures that will take effect from 2028 onward.
