Draft Rates for Engagement
On June 26, Metro Vancouver presented its proposed Development Cost Charge (DCC) rates for 2028 to 2030 to the Board. These are draft rates for engagement only, with consultation still to come and no bylaw yet adopted.
The proposed rates are built on updated population and dwelling unit projections, revised capital plans, and the planned return to a 1% assist factor by 2029. The update also restructures the non-residential category, splitting the single combined rate into separate Industrial, Commercial, and Institutional categories beginning in 2028.Â
Engagement is expected to begin this summer and pause during the fall local election period, resuming into early 2027. Staff will then report back to the Board with feedback, economic analysis, and first readings of the DCC bylaws. Adoption is targeted for later in 2027, with new rates taking effect January 1, 2028.
UDI is reviewing the proposed rates in detail and will be actively engaged throughout the consultation. We will keep members informed as the process moves forward.
