District of Squamish - Active Transportation Plan Update
At Committee of the Whole on November 12th, Council received the updated draft for information and directed staff to prepare a final plan for Transportation Master Plan (TMP). The TMP is currently underway to be completed in late 2024. Â
The list of transportation projects recommended to be considered for funding is much larger than the funds immediately available through the CWF, Capital Reserve Fund and DCC Roads reserves. Many transportation projects are retrofit projects designed to upgrade infrastructure to current standards that meet the needs of all types of users. A financial strategy will be developed to support the implementation of the TMP and integrated into the upcoming DCC Bylaw update.Â

At Committee of the Whole on September 10th, Council endorsed Option 1 of staff recommendations to align work that has been completed to date with the updated transportation priorities that will be confirmed in the Transportation Master Plan (TMP). The TMP is currently underway to be completed in late 2024. Staff are collecting feedback from community members through the ongoing second round of engagement which will inform final project prioritization. Staff are planning to bring the TMP to Council in early 2025 to seek adoption including confirmation of the capital project prioritization which will inform future investments in transportation including Active Transportation (AT).Â
Funding, Prioritization and TimingÂ
- The list of transportation projects recommended to be considered for funding is much larger than the funds immediately available through the CWF, Capital Reserve Fund and DCC Roads reserves. Many transportation projects are retrofit projects designed to upgrade infrastructure to current standards that meet the needs of all types of users. A financial strategy will be developed to support the implementation of the TMP and integrated into the upcoming DCC Bylaw update.Â
- To build a network of physically separated spaces for people walking and cycling in Squamish, only the most critical locations will be able to be initially built to the ultimate desired standard with new sidewalks, protected bike lanes and stormwater infrastructure through the District’s capital program. Â
Outline of Proposed ApproachÂ
The proposed approach to align work that has been completed to date with the updated transportation priorities in Option 1 is outlined as follows:Â
- Victoria Street: Delay construction until 2025 and carry forward the Victoria Street Upgrade project budget approved for 2024 in the 2024-2028 Financial Plan and update the capital plan budget to reflect the estimated cost increase for Council consideration in the 2025-2029 Financial Plan. Construction tendering for the lower cost option for Victoria Street would occur in early 2025 with construction aiming to begin in spring 2025. Â
- Depot Road: Delay construction of Depot Road AT upgrades to 2025/26 and update the capital plan budget to reflect building the AT upgrades using a lower cost quick build approach. Â
- After completion of the Victoria Street and Depot Road projects in 2026, prioritization from the TMP would dictate future major projects including Third Avenue.Â
