District of North Vancouver - Amenity Cost Charges

As mentioned in previous updates, on February 24th Council adopted the proposed Amenity Cost Charge (ACC) Bylaw.

As mentioned in previous updates, on February 11th Council gave second and third reading to the proposed Amenity Cost Charge (ACC) Bylaw.

December 17, 2024

As mentioned in previous updates, on December 9th, Council adopted the proposed Development Cost Charge (DCC) rates following approval from the Inspector of Municipalities. The new DCC rates are now in effect, with in stream protections available.

October 10, 2024 

Development Cost Charges (DCCs) - As mentioned in previous updates, on September 23rd Council gave second reading to the proposed Development Cost Charge (DCC) rates as amended, and third reading. In August 2024, the DCC and ACC bylaws were sent to the Province for pre-review, which included a proposed phase-in for the Coach House rate. However, the Province indicated that while phasing rates over time is allowed for all land uses, a single rate phase-in is not permitted. As a result, clause 14 has been removed, and staff are proposing a Coach House rate set at 75% of the Apartment rate. This rate is based on the expectation that a Coach House will have similar floor area to an apartment but lower occupancy, leading to less impact on infrastructure and services. Further analysis will confirm this assumption over the coming year. 

Amenity Cost Charges (ACC) – As mentioned in previous updates, on September 23rd, Council voted in favour of referring second and third reading of the ACC Bylaw to a future Council Workshop for consideration.

July 18, 2024

At a Special Council meeting on July 9th, Council gave first reading to the proposed Development Cost Charge(DCC) and Amenity Cost Charge (ACC) Bylaws. Additionally, Council directed staff to seek approval of the proposed DCC Bylaw from the Inspector of Municipalities before bringing back the bylaws for second & third reading in September. Staff anticipate that the bylaws will be adopted this October.
