District of North Vancouver - Official Community Plan Update - Public Engagement Summary and Refined Scenario
At their meeting on June 23rd, Council directed staff to develop the necessary OCP and Zoning Bylaw amendments to implement the refined scenario AND directed staff to develop the necessary OCP and Zoning Bylaw amendments to implement a minimally compliant scenario reflecting the current OCP and Single Family 3rd Dwelling Units. Â
The report provides a summary of the public engagement that took place earlier this spring that saw public support for Scenario 3 (Distribute Growth) and Scenario 2 (Expanded Centres) representing the preferred concepts for accommodating the District’s 20-year housing need. Furthermore, there was a desire expressed by the public to disperse growth and reduce the overall impacts of higher density growth while still supporting the OCP’s vision for growth and supporting the North Shore’s efforts to improve transportation and transit challenges.Â

At their meeting on February 24th, Council directed staff to undertake the next phase of public engagement activities planned for spring of 2025 as detailed in the report entitled ““Official Community Plan Update – Scenarios and Public Engagement”. The report presents three conceptual land use scenarios for how the District could update its Official Community Plan to provide for its 20-year housing need of 22,369 units. The scenarios will form the basis for the public engagement process to be undertaken this spring, with the results returned to Council later this year.Â
Scenario 1: Concentrate growth – 90% of growth allocated to existing key growth centres; 10% allocated elsewhere in the District. Â
Scenario 2: Expand centres – 90% of growth allocated to expanded key growth centres; 10% allocated elsewhere in the District.Â
Scenario 3: Distribute growth - 75% of growth allocated to existing key growth centres; 25% distributed to other centres, corridors, and neighbourhoods in the District.Â
