District of North Vancouver - 2024 Utility Rates

On November 20th, Council gave first, second, and third readings to proposed 2024 utility rates. In order to apply the proposed rate and fee increases for the full year in 2023, staff require Council approval of the bylaw amendments prior to January 1st, 2024, when the proposed changes will come into effect.

The proposed 2024 utility rates represent combined increases of 7.1% for single-family homes and 7.8% for multi-family homes. The combined flat rates for Water (W), Sewage (S) and Environmental Fees (E) are displayed below:

The breakdown for single-family residence charge increases for 2024 is as follows:

  • Water rate charge – 3.5% increase
  • Sewer rate charge – 12.5% increase

Waterworks Charges

District staff updated water connection installation charges to account for rising construction costs and ensure full cost recovery of the services. The updates are as follows:

The Fire Hydrant Flow Test Fee replaces the Water Flow Test Fee for clarity of administration. The fee is updated to reflect cost data and streamlined for all property types for simplicity.

Sewer and Drainage Charges

District staff updated sewer connection installation charges to account for rising construction costs and ensure full cost recovery of the services. The updates are as follows:

Solid Waste Collection and Service Fees

The 2024 Environmental Fee for Single-Family and Multi-Family is proposed to decrease by $0.60 and $0.30 respectively from the 2023 Environmental Fee. The Single-Family overall fee increase is proposed to be 2.5%. These changes are displayed in the tables below:
