City of White Rock - Affordable Housing Framework

At Housing Advisory Committee (HAC) on January 29th, the Committee resolved to recommend Council endorse six strategies to create a long-term affordable housing framework that forms the capacity to provide affordable housing in multiple ways.
The strategies are as follows:
- Use the Cityβs regulatory tools to encourage a diverse mix of housing types;
- Incorporate Inclusionary Zoning in White Rock;
- Maximize use of City resources and financial tools;
- Facilitate and strengthen partnership opportunities;
- Build capacity with non-profit housing and service providers; and
- Increase advocacy, awareness, and education roles.
The table outlines the updated Affordable Housing Strategy which includes broad strategic directions and action items which will form the long-term framework for affordable housing. The actions include regulatory and policy changes, planning, and financial incentives that the City can use to encourage the development of additional affordable rental and ownership units. It also highlights alignment with Council's Strategic Plan and the Provincial Legislation.
The Summary of 2022 Pillars and HAC and Staff Actions outlines the HAC's current direction on the Pillars presented to Council as part of the Affordable Housing Strategy and Action Plan 2022.
The next steps include recommending Councilβs endorsement of the draft framework and preparation of the Affordable Housing Framework document based on the proposed strategic directions and actions developed. More information can be found in the full report by City staff.
