Update

As mentioned in previous updates, the City of Vancouver has updated its Transportation Demand Management Bulletin. UDI worked with City staff to discuss concerns around costing in the previous bulletin and adjustments made are depicted in the updated bulletin.

At the Standing Committee on City Finance and Services meeting on June 26th, Council gave approval in principle to amendments to the Parking Bylaw. The amendments propose the elimination of minimum vehicle parking requirements for all land uses, city-wide. There are however, still minimum requirements for visitor parking and accessible parking. Appendix B in the staff report provides a summary of the proposed amendments, which became effective June 30th. Applications meeting new requirements submitted prior to this may be considered on a case-by-case basis.
The elimination of minimum off-street parking requirements has the potential to increase demand for on-street parking. Staff will utilize existing tools such as time-limited parking, pay parking and permit parking to help manage demand, and to initiate the conversion of Residential Parking Only areas to Residential Permit Parking to better manage parking in these areas.
TDM Plans are currently mandatory in the Downtown and Broadway Plan Area, and optional everywhere else to reduce the minimum parking requirement. With the elimination of minimums citywide, the TDM requirements will become independent from parking supply. Based on feedback from the development community, changes to the program are planned to lower the financial expectation on applicants within the Downtown, Broadway Plan Area, and TOAs

The City recently updated its Transportation Demand Management (TDM) Bulletin, to move away from a negotiated approach, and instead provide builders with different “bundle” options to satisfy requirements.
UDI would encourage members to review the updated Bulletin to determine the impact of various bundle options on a given project. If members have feedback specific to the cost impacts on projects, please email Heather at hpark@udi.org so that UDI can explore providing consolidated comments to City staff.

At Standing Committee on City Finance Services on November 15th, Council adopted changes to eliminate minimum vehicle parking requirements for new developments in the West End, Robson North, and Broadway Plan Area. This expands the off-street parking regulations that currently exist in the Downtown Area. These changes will be effective on January 1st, 2024.
In lieu of meeting minimum vehicle parking requirements, developers will need to provide an acceptable amount of transportation demand management (TDM) measures. The updated TDM system will offer a choice of pre-selected packages of TDM measures called ‘bundles’. These changes will take effect concurrent with the elimination of parking minimums.
The TDM bundles are expected to include combinations of the following TDM measures:
- Transit passes
- Public bike share (Mobi by Shaw Go) memberships
- Additional Class A bike parking spaces
- Increased proportion of bicycle lockers
- Increased proportion of oversized bicycle parking spaces
- Car share vehicles and spaces
- Unbundled or otherwise priced parking (i.e. separating the cost of parking from the primary use of the building)
