Effective early 2025, smaller-scale multiplex projects in the City of Vancouver will be processed through a streamlined permit application process designed to reduce wait times. 

Multiplex applications with a maximum of 4 dwellings on a single site and no more than 2 units per building will be processed through a new combined development building permit (DB) application process. At the time of application for a combined DB permit, architectural drawings must be submitted, demonstrating compliance with the Zoning and Development By-law and the Building By-law. 

Larger-scale multiplex projects will continue under the current system, requiring 2 separate, consecutive applications: a development permit followed by a building permit.
