City of Vancouver - Response to Proposed Provincial Legislation
The City wanted to share this message concerning the proposed provincial legislation that has been announced recently:
βThe Province has recently released a number of announcements and proposed legislation that aim to make changes to the Vancouver Charter (with similar provisions applying to all BC Local Governments) with the objective of getting more homes built faster, while protecting space for jobs. This includes three important pieces of draft legislation:
- Bill 44 - Housing Needs Report, Zoning and Small Scale Multi-Unit Housing (SSMUH)
- Bill 46 - Development Financing (including Amenity Cost Charges and DCLs)
- Bill 47 β Transit Oriented Areas for Development (TOAs)
The City applauds the direction of the Provinceβs proposed legislation to build more homes faster and to streamline the development approval process as it aligns with work already well underway in Vancouver.
The legislation was introduced to the Legislative Assembly earlier this month and has not been passed into law at this time. If and when this legislation receives royal assent, the Province will be releasing further details through regulation and policy guidelines to inform implementation.
The City is reviewing the details of the legislation as we await further information from the Province on the policy guidelines, which is expected to be ready in December. It will take time to sort through this information before the City can confirm the next steps for residents and applicants. As such, we ask that your members not reach out to City staff to discuss development proposals that references future potential opportunities that may be enabled by this legislation. Staff will not be able to do so until we have had time to review the implications of the legislation. We will follow up with you again in Q1 2024 once we know more.
