City of Vancouver - Proposed Changes to the Vancouver Charter

On April 8th, 2024, the Ministry of Municipal Affairs announced several proposed changes that would amend the Vancouver Charter.  Bill 18 - Vancouver Charter Amendment Act (No. 2), 2024, will require Vancouver to develop an Official Development Plan (ODP), similar to the OCP requirements for other municipalities.  

The changes would also extend the new rules regarding Public Hearings which have already been adopted into the Local Government Act. This change is aimed at phasing out one-off public hearings for projects consistent with a municipality’s OCP. 

The final change would allow more delegation of authority through a development approval bylaw, consistent with the approach taken by other municipalities to streamline approvals. This would fulfill a request by the City of Vancouver.
