City of Vancouver - Hotel Development Policy

On April 15th, Council approved amendments to the Hotel Development Policy, intending to boost hotel supply in the City of Vancouver.  

Key areas for increasing hotel supply are listed in the table below: 

The proposed approach for mixed hotel-residential projects in the Central Business District recommends a 3-year temporary period during which the minimum site size required for mixed-use developments is reduced or removed. The minimum commercial density required in Area A will also be temporarily reduced from 11 FSR to 9 FSR to better align with those in Areas B and F. This interim policy is designed to incentivize hotels on mid-sized development sites in the near term, while also preserving the ability for smaller sites to deliver 100% commercial development under existing zoning.

During the meeting, the motion was amended to exclude specific uses from floorspace calculations when determining Community Amenity Contribution (CAC) expectations. Various other amendments were made relating to site area and design requirements. UDI has engaged with the City in various sessions to help improve the policy.
