City of Vancouver - Fees and Charges 2026

On November 25, Council approved a report in principle outlining Fees and Charges for 2026. A 4.5% increase was applied across all permit categories, consistent with projected increases in program costs. New Rezoning, Development, and Building Permit Fees were implemented, including: 

  • $50,000 fee for complex CD-1 minor amendments.
  • Rezoning Revision fees (10 to 20% of the original fee).
  • Pre-Application Meeting fee of $2,800.
  • Rezoning Workshop fee of 15,000 dollars for complex projects.
  • New Road Tenure Application fee to recover staff costs for early-stage road closure or tenure reviews. 

To reduce pressure on future fee increases and lower overall processing costs, the report notes that the City is implementing: 

  • Expanded digital permitting tools (eCheck, digital intake, concurrent reviews, AI-assisted plan review);
  • Simplified and standardized regulations and conditions;
  • City-initiated rezonings to reduce applicant workload;
  • Active management of stalled and obsolete permits to recognize earned revenue; and
  • A workforce and cost review targeting $2 million in annual savings starting in 2026.
