At the Standing Committee on Policy and Strategic Priorities on October 29, Council approved recommendations in principle to improve the fairness and effectiveness of the Empty Homes Tax (EHT). The report proposes amending the Vacancy Tax Bylaw to: 

• Allow owners to file a Notice of Complaint after one year from the date of issue noted on a supplementary vacancy tax notice if a penalty is paid; and 
• Clarify what is meant by the following terms used in two exemptions: a) permit and b) medical practitioner.
