The City of Vancouver is currently consulting with stakeholders on the draft Annual Energy & Carbon Reporting and Greenhouse Gas Intensity Limits How-To-Guide and Greenhouse Gas Intensity Limits Reference Manual. These documents provide the detailed requirements and technical aspects of Energy and Carbon reporting for Office and Retail buildings covered under the Greenhouse Gas Intensity and Heat Energy Intensity Limits starting in 2027 and 2041 respectively. Background:Β 

On May 17th, 2022, Vancouver City Council approved a report and suite of regulations and programs that advance the Climate Emergency Action Plan (CEAP) by introducing carbon pollution limits for the largest office and retail buildings in Vancouver. Following direction from Council, City staff have developed a detailed implementation guideline to inform technical aspects of the City’s Greenhouse Gas Intensity (GHGi) limits, and heat energy use limits. Β
