At Special Council on December 3rd, Council approved 2025 Engineering Fees in principle. A 6% increase is applied to most engineering services department permit, application, and license agreement fees with notable exceptions as listed below: 

• Development-related fees: 
• Development construction activity-related fees - 3% increase; 
• Traffic management plan review fee - 3% increase; 
• Other fees related to the use of City streets for construction activities will remain at their 2024 rates; and 
• Latecomer Interest Rate adjusted annually and aligned with rates applied to deferred Community Amenity Contributions (CACs) of prime plus 3%. 
• Encroachment Bylaw: 
• Proposing to allow the City to prorate the first annual charge for encroachment and allow the City Engineer to require fiberglass anchor rods along existing and future rapid transit corridors for new development sites.
