City of Surrey - South Campbell Heights Local Area Plan β Stage 2 Final Report
Adopted
At their meeting on December 16th, Council approved the South Campbell Heights Land Use Concept and Plan. At their meeting on January 13th, Council gave third reading and final adoption to the proposed amendments to the Zoning Bylaw that updates the Community Amenity Contributions and payment of additional application fees in the plan.Β
Council also authorized staff to: Β
- incorporate the Development Cost Charge eligible infrastructure related to water, stormwater, sanitary sewer, and transportation for the South Campbell Heights Plan into the Cityβs 10-year Servicing Plan,Β
- bring forward amendments to the Surrey Development Cost Charge Bylaw in order to establish an area-specific Development Cost Charge for Sanitary for the South Campbell Heights Plan,Β
- bring forward amendments to the Surrey Development Application Fees Bylaw to require the payment of additional application fees which allows for the recovery of the costs of preparing the South Campbell Heights Plan.Β
The Plan includes a land use framework, urban design guidelines, transportation network, natural asset management strategy, engineering servicing strategies, and a financing strategy for the delivery of infrastructure and community amenities.Β
Community Amenity ContributionsΒ
Amenity contributions in the Plan Area will be charged on a per hectare basis and will be payable upon issuance of building permits for Business Employment development. The following table provides a summary of the applicable secondary Plan Area Community Amenity Contributions (per hectare) and the estimated revenue the City can expect to receive from the Plan Area, based on proposed rates.
