City of Surrey - Rental Housing Redevelopment Policy Update โ€“ Phase 1

At their regular meeting on October 20th, Council gave final adoption to the Rental Housing Redevelopment Policy. ย 

Proposed Changes ย 

Phase 1 does not represent substantive policy changes. The content of the new Rental Replacement Policy and Tenant Protection Bylaw is similar to that contained in the Cityโ€™s existing Policy O-61, with refined language to improve clarity of the intent and expectations for developers, staff, and tenants. The current tenant assistance requirements under Policy O-61 align with the new legislative authority for TPBs under the Community Charter, including: ย 

โ€ข Requirements for notices and communication with tenants; ย 

โ€ข Financial compensation; โ€ข Relocation assistance; and ย 

โ€ข The right of first refusal to enter into a new tenancy agreement for a rental unit in the new development. ย 

Transitioning the existing tenant assistance requirements under Policy O-61 from a policy to a regulation in the form of a TPB will strengthen these tenant protection measures and improve the Cityโ€™s enforcement measures and ability to ensure compliance during the redevelopment process.ย
