City of Surrey - Proposed Streamlining of Houseplex Applications

As mentioned in previous updates, on November 17th Council gave final adoption to the proposed amendments to the Development Permit Procedures and Delegation Bylaw and Development Application Fees Bylaw in order to remove the Development Permit process for houseplex applications.

November 11, 2025

As mentioned in previous updates, at their meeting on November 3rd,  Council gave third reading to the proposed amendments to the Development Permit Procedures and Delegation Bylaw and Development Application Fees Bylaw in order to remove the Development Permit process for houseplex applications. To expedite the supply of housing, staff will eliminate the simplified DP process for houseplexes. Instead, applicants will proceed directly to building permit application while ensuring their design meets the Zoning Bylaw regulations for houseplex developments

October 28, 2025

At their regular meeting on October 20th, Council gave first and second reading to the proposed amendments to the Development Permit Procedures and Delegation Bylaw and Development Application Fees Bylaw in order to remove the Development Permit process for houseplex applications. To expedite the supply of housing, staff will eliminate the simplified DP process for houseplexes. Instead, applicants will proceed directly to building permit application while ensuring their design meets the Zoning Bylaw regulations for houseplex developments 

Impact to In-Stream Applications  

The City currently has 31 in-stream houseplex development permit applications. Pending Council endorsement, these applicants will be directed to submit a building permit application, with any outstanding Zoning Bylaw compliance issues noted to be resolved at that stage. Several in-stream houseplex development permit applications require either a rezoning or development variance permit. For these applications, staff will continue to process the application in the absence of the development permit, prior to the acceptance of a building permit. To address design and neighbourhood integration concerns, staff intend to bring forward future changes to the Zoning Bylaw that will support some of the objectives the design guidelines sought to achieve. A separate report will be brought forward for Council’s consideration.
