City of Surrey - Proposed Amenity Cost Charge Bylaws and Reserve Funds

As mentioned in previous updates, on May 11th Council gave three readings to the proposed Amenity Cost Charge Bylaws. Please see below for the detailed ACC rates.Â
In-Stream ApplicationsÂ
The ACC Bylaws are not automatically applicable to development applications that are in-stream prior to the final adoption date of the proposed ACC Bylaws. To support implementation and transition to the ACC Program, staff have developed transition provisions for a 12-month period, which will be outlined in the forthcoming updates to the Zoning Bylaw. Two streams are provided, as follows: • Stream 1: Remain under the existing CAC framework; or • Stream 2: Opt into the new ACC and Bonus Density framework.
Adoption of the Bylaws is anticipated for June 2026.Â

At their meeting on February 9th, Council authorized staff to proceed with the public consultation process for the Amenity Cost Charge (ACC) and Bonus Density Zoning bylaws. Council also authorized staff to report back to Council with the results of the public consultation process and bring forward for Council’s consideration any related bylaws or amendments. The proposed ACC rates are highlighted in the tables below.Â

An amended city-wide bonus density program is being proposed that would allow additional development density within Zoning bylaw, in exchange for affordable housing and public amenities.
Key proposed conditions include:
- Minimum 10% of bonus density area of the building delivered as public amenities or cash-in-lieu
- Minimum 0.5% of gross residential floor area (of the entire building) secured as affordable rental housing or cash-in-lieu
The revised bonus density program is intended to complement the ACC framework and avoid duplication.
