At their meeting on July 14th, Council endorsed the relaunch of the Certified Professional Program, which increases reliance on certified professionals such as architects and engineers to streamline the plan review process and contribute to the City’s modernized approval process. 

In 2024, staff conducted a comprehensive review of the CP Program. The Review highlighted a fundamental issue: CP-submitted building permit applications were often incomplete, inaccurate, or misaligned with their corresponding Development Permits. This inconsistency undermines the reliability of the CP process. 

To address the challenges identified in the Review, internal improvements to the CP Program within the City will allow the City to restore the program’s original intent to streamline permitting for CP projects. As detailed in the report, these improvements will introduce incentives for the use of the CP program and improve the efficiency of the CP process.
