City of Surrey - District Energy Bylaw Update

As mentioned in previous updates, on November 17th Council gave final adoption to the proposed amendments to the Surrey District Energy System Bylaw, to address amendments to Schedule A – Boundaries of Service Areas and Schedule E – Connection Costs, to align the service area with the proposed City Centre land-use plan and to streamline the process for developer connections to buildings. Due to new Provincial housing legislation encouraging higher-density development near SkyTrain stations, the City has updated the City Centre Plan and district energy service areas.Β

At their regular meeting on November 3rd, Council gave three readings to the proposed amendments to the Surrey District Energy System Bylaw, to address amendments to Schedule A – Boundaries of Service Areas and Schedule E – Connection Costs, to align the service area with the proposed City Centre land-use plan and to streamline the process for developer connections to buildings. Due to new Provincial housing legislation encouraging higher-density development near SkyTrain stations, the City has updated the City Centre Plan and district energy service areas.Β 

Key updates include:Β 

  • Revised Service Areas: Boundaries have been adjusted to align with new high-density development zones. Areas with mandatory, optional, and no district energy connections are now defined based on development type and servicing feasibility.
  • Boundary Rationalization: The service area no longer strictly follows the City Centre boundary; instead, it considers practical delivery constraints and costs, particularly near the BC Hydro and Fortis transmission corridors along 140 Street.
  • New Connection Delivery Approach:
    • Developers will now be responsible for designing and constructing their own service connections (similar to water and sewer services).
    • This approach improves efficiency and flexibility, with no overall cost change but significantly reduced upfront municipal fees.
    • Existing building permits and current service applications will continue under the existing process.Β 

These updates aim to streamline district energy servicing and support efficient delivery in alignment with upcoming growth around transit-oriented areas.Β
