At their meeting on May 6th, Council gave final adoption to the 2024 Development Cost Charges Bylaw, incorporating a 4.3% inflationary increase to DCC rates. The updated DCC Bylaw now includes the West Clayton area specific until all the reserves have been depleted and projects in the West Clayton area are constructed. ย

The third reading has been rescinded with the Bylaw being amended to include the West Clayton area specific until all the reserves have been depleted and projects in the West Clayton area are constructed. On April 8th, Council gave third reading to the amended Bylaw.

On February 26th, Council gave First, Second, and Third Reading to the 2024 Development Cost Charge Bylaw, seeking to increase its Development Cost Charges (DCCs) to address inflationary cost increases for capital construction. As enacted in previous years, the City intends for the date of adoption to be May 15th, 2024.
The 4.3% inflationary increase in DCCs will apply to Parkland Acquisition, Roads, Sewer, and Water rates. There will be no increase in Drainage DCC rates due to sufficient reserves for the current 10-year servicing plan. The City is also eliminating the West Clayton premium DCC because the City-wide DCC rates are sufficient to fund servicing in West Clayton.
