City of Surrey - As-of-Right Zoning Initiative for Non-Market Rental Housing

As mentioned in previous updates, on October 20th Council gave third reading and final adoption to the proposed amendments to the Zoning Bylaw in order to implement as-of-right zoning to allow eligible low-rise non-market rental and co-operative housing projects to proceed without a rezoning application.Â
Project Eligibility Requirements Â
As-of-right zoning would apply to projects that meet the following criteria: Â
• The project is no more than six storeys, or up to eight storeys in Tier 3 Transit-Oriented Areas (“TOAs”); Â
• The property is owned and operated by a registered non-profit housing provider, nonprofit housing co-operative, or government agency; Â
• The units are rental tenure only; Â
• The project’s affordability and rental tenure are secured via a housing agreement; and Â
• The property is designated for low-rise residential development in the OCP.Â

At their meeting on July 28th, Council endorsed, in principle, the proposed “as-of-right” zoning initiative for non-market rental housing, and directed staff to bring back amendments to the Zoning Bylaw to implement these changes. The implementation of as-of-right zoning will introduce changes to the Surrey Zoning Bylaw to allow eligible low-rise non-market rental and co-operative housing projects to proceed without a rezoning application.Â
