City of Surrey - Amendment of the Development Cost Charge Front-Ending Agreement and Development Works Agreement Policies

At their meeting on May 11th, Council approved the proposed amendments to the Development Cost Charge Front‑Ending Agreement (“DCCFEA”) and Development Works Agreement (“DWA”) policies, to reflect current economic conditions and support development feasibility. 

In recent years, developers have faced substantial cost escalation and more restrictive borrowing conditions. These pressures have created challenges for front‑ending large‑scale infrastructure, particularly where cost recovery relies on development uptake over time. To ensure major infrastructure projects remain viable and to encourage developers to proceed with construction that provides additional housing supply, staff recommend extending the maximum term of DCCFEAs and DWAs from 15 years to 20 years for projects with an estimated value of $20 million or greater.
