City of Richmond - Demolition Waste and Recyclable Materials Bylaw

As mentioned in previous updates, on February 9th Council gave final adoption to the proposed amendments to the Demolition Waste and Recyclable materials Bylaw.Β

January 19, 2026

At Public Hearing on January 19th, Council gave three readings to the proposed amendments to the Demolition Waste and Recyclable materials Bylaw to increase the required diversion targets for single and multifamily dwellings in a progressive fashion, commencing January 5, 2027 and July 1, 2029, to reduce construction and demolition waste, preserve material value, and advance circular economy practices.Β

October 27, 2025

At their meeting on October 27th, Council directed staff to prepare draft amendments to the City's Demolition Waste and Recyclable Materials Bylaw to reflect both local and regional priorities to reduce construction and demolition waste, preserve material value, and advance circular economy practices. Based on staff's analysis and industry consultation feedback, staff have outlined recommended directions to support future amendments to the Bylaw, summarized in the table below. Β 

To support industry adaptation, staff propose a phased implementation plan that signals future demand for circular demolition services without delaying construction.Β
