City of Richmond - Housing Target Order

At the Planning Committee meeting on March 16th, Council directed staff to forward the completed Housing Target Progress Report to the BC Ministry of Housing and Municipal Affairs, and that the report be published on the City’s website. The interim report covers the reporting period between September 1, 2025, and February 28, 2026. The annual number of net new housing units granted occupancy for the first-year housing target is 1,013 units. The number of net new units recorded at the occupancy stage in the City since September 1, 2025, is 2,054 units, as documented in Section 2 of the Housing Target Progress Report Form, and exceeds the number required for the first-year housing target.
