City of Richmond - Fee for Early Review of Rezoning Applications Involving a Major OCP Amendment

At their meeting on November 12th, Council gave three readings to the proposed fee for early review of rezoning applications involving a major Official Community Plan Amendment. In response to the September 23, 2024, Council referral, staff recommend adding a $5,000 incremental fee to the base rezoning application fee for informal early reviews of rezoning applications involving major OCP amendments. This fee will offset the cost of the additional staff time needed and to deter the submission of incomplete applications that are not serious. The proposed fee aligns with those charged by other municipalities with similar early review processes for major OCP amendments. Staff also recommend updating partial refund provisions for withdrawn rezoning applications to reflect the new early review process. Β
