At their meeting on December 16th, Council received the report titled "Establishing a Housing Authority" for information. Council directed staff to proceed with the next steps in establishing a Housing Authority, which include analyzing various structure options, financing models, terms of reference, criteria for utilizing the authority, stakeholder consultation outcomes, and potential implications for the development community. Staff were also tasked with reporting back in three months. The report examines the feasibility of establishing a Richmond Housing Authority, drawing on several case studies to better understand the key factors that prompted other local governments to establish housing authorities or similar entities.
