City of Richmond - Addition of Crane Swing Provisions

As mentioned in previous updates, on October 7th, Council adopted the proposed addition of crane swing provisions in the Underpinning Works and Construction Fence Encroachment Bylaw. ย

October 10, 2024ย 

At their meeting on September 23rd, Council gave first, second and third reading to the proposed addition of crane swing provisions in the Underpinning Works and Construction Fence Encroachment Bylaw. The staff report outlines that when cranes are used in construction activities, there is the potential for their operation to encroach on City roadways. ย 

To address the potential liabilities presented by this, staff have recommended the following amendments: ย 

  • That the bylaw include the requirement for a permit prior to any crane operation. ย 
  • That the bylaw be renamed to Construction Encroachment Bylaw.ย 
  • That the bylaw introduce a permit fee. ย 
  • That the bylaw establish fines and late payment amounts. ย
