City of Port Moody - Construction Traffic and Trades Parking Management Plan
At the City Initiatives and Planning Committee on June 17th, Council adopted the draft Construction Traffic and Trades Parking Management Plan Policy to address construction-related issues, including trades parking. Key elements of the Policy are summarized as follows:Β
- Application/Exemption: The requirement for the Construction Traffic and Trades Parking Management Plan will apply to most construction projects that could impact surrounding residents/businesses, related utility projects, and works involving environmentally sensitive areas. Exemptions are applied if the General Manager or Designate exercises their authority to exempt a particular project from the requirement;Β
- Timing: The Plan shall be provided in conjunction with the submission of a Building Permit to ensure there is sufficient staff time to review the proposal prior to construction;Β
- Highway Use Permit: In many cases, projects will require a Highway Use Permit (HUP) authorizing the use of a road allowance for various purposes. The Plan requirements will support a HUP application or multiple applications as may be appropriate depending on the project. Β
- Construction Vehicle Staging: Equipment and trucks must be staged on-site when possible. If not feasible (e.g., for underground parking), owners must seek off-street staging before using the road. On-street staging (with a HUP) must follow noise and idling bylaws;Β
- Trades Parking: Trades should park on-site where practical. If off-site parking is used and is over 400m away, owners must provide a shuttle. Municipal lots may be used with a license and rent. On-street parking is a last resort and subject to local regulations. Parking may be prohibited near sensitive or high-demand areas;Β
- Plan Submission: Specific information must be submitted for review and approval;Β
- Communication Protocols: Owners must notify surrounding residents and businesses of the project, parking arrangements, and provide contact info for complaints. The notification radius is 400m (or one block for low-density areas), and 140m around off-site parking areas; andΒ
- Compliance: A zero-tolerance approach will be enforced. Owners must provide a refundable deposit ($2,000β$10,000+). The City may use the deposit to complete unmet tasks or issue tickets under existing bylaws. Non-permitted off-site parking may require a Temporary Use Permit.Β
Another notable implementation requirement includes the key issue of using alternate construction parking sites where parking is not normally permitted, where a Temporary Use Permit (TUP) is required. Applicants are encouraged to identify potential sites early to align TUP approval with construction timelines. While a blanket zoning amendment to allow temporary parking has been considered, it is not recommended due to the lack of control over specific site conditions.Β
