City of Port Coquitlam - OCP Scope and Timing
At Committee of Council on November 12th, Council supported the proposed scope of work and timeline to update the Official Community Plan (OCP). This report provides a summary of the recommended process to update the Official Community Plan ahead of the provincially mandated deadline of December 2025.Â
The report noted that specific consideration would be given to guiding policies and land use designations for mixed-use and apartment growth areas, including the Downtown, Westwood Woodland, Fraser Manning, Northside, and areas designated for townhouse uses. However, detailed neighborhood planning processes may be necessary to adequately assess opportunities for change in some areas; these would be run as a separate process incorporated into the OCP at a later date.Â
The proposed timeline for deliverables on the OCP is as follows:Â
- Q4 2024 - Confirm scope, compile existing information, complete HNR update;Â
- Q1 2025 - Assess and update policies and land use designations, development permit areas;Â
- Q2 2025 - Complete draft plan of OCP for Committee of Council review;Â
- Q3 2025 - Community consultation on draft OCP plan, referrals to senior government; Â
- Q4 2025 - Finalize OCP plan and regional context statements; bylaw adoption process.Â
