City of Port Coquitlam - HAF Implementation Actions – Supporting Rental Housing Development and Residential Parking Reductions

At their Committee of Council meeting on June 17, Port Coquitlam Council directed staff to prepare amendments to the City’s Processing of Development Applications Policy to help encourage purpose-built rental housing. The proposed changes would allow qualifying market rental projects, those that are non-stratified, secured as rental in perpetuity, and consistent with the Official Community Plan, to benefit from expedited approvals and a 50% reduction in development application fees once rental tenure is secured. These changes are part of the City’s Housing Accelerator Fund Action Plan.Β 

Council also considered proposed amendments to reduce off-street parking requirements for multifamily developments near frequent transit and in the Downtown, along with a standardized framework for Transportation Demand Management (TDM) measures. This initiative was referred back to staff for further refinement and implementation details.Β
