City of Pitt Meadows - Development Cost Charge (DCC) Bylaw

As mentioned in previous updates, on September 10th, Council adopted the proposed Development Cost Charge (DCC) rates after receiving approval from the Inspector of Municipalities. The new DCC Rates are now in effect, with in-stream protections available. Â

At their meeting on July 9th, Council gave three readings to the proposed Development Cost Charge (DCC) rates. Following up to the overview provided at the March 12, 2024, Council meeting, staff and the consultant have completed the consultation phase of the proposed DCC program. Staff have now received Council’s support for the proposed bylaw and rates and will proceed with submission for approval from the Provincial Inspector of Municipalities.Â
Following the public consultation, the following changes were made to the DCC program: Â
- Adding the North Lougheed Connector back into the DCC program (MJT24), at $6.2M and 50/50 benefit allocation. Â
- Slight reduction in cost for the McTavish Connector (MJT03) -to $5.4M from $6M.Â
- Increase in estimated price for D3 Baynes Pump Station – From $900k to $1.8M at 40% benefit allocation to DCCs. Â
