As mentioned in previous updates, on June 25th, Council adopted the final recommended Amenity Cost Charge (ACC) rates. In response to the feedback provided to the City during the public consultation period, UDI submitted a letter summarizing industry comments. The proposed new DCC & ACC Bylaws are both now in force. ย

At their meeting on June 4th, Council gave first, second & third reading to the proposed Amenity Cost Charge (ACC) Bylaws. The proposed ACC bylaws are based on the 20-year residential growth projections being utilized for the in-progress DCC update, except that the ACC program includes secondary suites and garden suites. The proposed ACCs represent an approximate 50% increase compared to the cityโs current CAC rates and do not apply to an in-stream development or building application. As such, the current CAC policy will be retained for any in-stream rezoning applications and has been updated with the proposed ACC bylaw to reflect the proposed ACC rates. The updated CAC policy is now in effect. ย
UDI has submitted correspondence to the City expressing concerns surrounding the lack of details and analyses, inadequate industry consultation, and the overall pace of implementation for a broad ACC policy and updated CAC rates. ย

At their meeting on May 13th, Council received a staff report on the proposed Amenity Cost Charge program. The proposed ACC program is based on the 20-year residential growth projections being utilized for the in-progress DCC update, except that the ACC program includes secondary suites and garden suites. Given that the province has required that the City update its Zoning Bylaw to allow small scale multi-unit housing (SSMUH) as-of-right by June 30, 2024, the city is looking to adopt the new ACC bylaw prior to, or in conjunction with the Zoning Bylaw amendment to ensure any new developments that proceed after the SSMUH bylaw updates provide amenity contributions. ย
The proposed ACCs represent an approximate 50% increase compared to the cityโs current CAC rates and do not apply to an in-stream development or building application. As such, staff has recommended that the current CAC policy be retained for any in-stream rezoning applications and updated with the proposed ACC bylaw to reflect the proposed ACC rates.ย
Consultation on the proposed ACC program will take place until May 26th. ย
